Spearman ISD approves phased plan delaying full teacher certification until 2029–30

The Spearman I.S.D. Board on Feb. 9 approved the District Plan for Meeting Teacher Certification Requirements (Exhibit B), a response to HB 2 and related provisions of the Texas Education Code. The motion was made by Jay Tracy and seconded by Anne Marie Pearson and carried 7‑0.
The plan posted as Exhibit B states the district will phase down the share of uncertified teachers in foundation curriculum courses: 12% for 2026–27, 10% for 2027–28, 5% for 2028–29 and full compliance by 2029–30. The document describes educator preparation program partnerships (including West Texas A&M University and Region 16), individualized certification plans, cohort supports, tuition assistance strategies, and timeline milestones. The minutes reference statutory citations including Tex. Educ. Code §21.0032(a‑1) and parental notification requirements per Tex. Educ. Code §21.057.
The posted Exhibit B includes a breakdown of uncertified teachers by grade/subject areas and a statement that the district averaged about 15 new uncertified hires over the past three years.
