Superintendent: district out of compliance on parts of Division 22 and the Menstrual Dignity Act

Superintendent Kim Kellison reviewed the district's Division 22 compliance items the board must report to the Oregon Department of Education. She told the board that while much of the report is routine, the district is currently out of compliance in certain areas and will prepare plans to remedy the gaps.
Kellison said the district has work to do on menstrual dignity implementation and dyslexia training requirements. "We've talked about this before. We're out of compliance, on that," she said about the Menstrual Dignity Act and noted other districts statewide are also addressing similar compliance gaps. She said some policy language previously in the district was more restrictive than statute and that staff will research and align policy language with the law.
Kellison also said the district's safety and crisis management plan is about 10 years old and needs a 'reboot.' She recommended forming teams to develop action plans and to report those plans to ODE as part of the Division 22 submission in November.
Board members asked about consequences when ODE finds non-compliance; Kellison said ODE typically requests corrective plans and works with districts rather than automatically imposing financial penalties, and she emphasized transparency and developing realistic, community-appropriate solutions.
