Kinnaugh referenced a presidential executive order and guidance documents including Title IX regulations and Department of Education materials and said those sources direct agencies to avoid using federal funds to "promote gender ideology." She told the board, "So please educate to not indoctrinate because I will expose this school for violating all of those executive orders." The commenter also referenced an Oregon Department of Health questionnaire she said raised concerns.
