Board recommends Option 2 for Hall Park design; staff to prepare cost estimates and bid alternates

Landscape architect Larry Reynolds of Vireo presented two close alternatives for Hall Park’s master-plan implementation and stressed the need to adhere to elements submitted with an LWCF grant application to secure reimbursement. Reynolds described core amenities—a shelter, fitness court, prefabricated two-stall restrooms, picnic and game tables—and a 15-stall parking lot with two ADA stalls.
Board members and staff questioned stormwater handling, accessibility, fencing and cost. Staff noted the project carries a one-to-one match with LWCF—"the city is with the use tax will, contribute 500,000 for this, and then it's on a cost reimbursement basis of another 500,000 through LWCF"—and cautioned that material prices and bids could force scaling back. After discussion the board moved and unanimously recommended Option 2 to proceed to planning and cost estimates; staff will prepare bid packages with alternates and present detailed cost estimates before final aldermanic approval.
