Several commissioners asked the draft to acknowledge that the village contains the Woodstock Village Historic District and to include that fact in the design-review preamble so reviewers keep historic context in mind. One commissioner said the district’s formal name is “Woodstock Village Historic District” and suggested a one-sentence preamble mention rather than a separate overlay.
The planner clarified: "The National Register Historic District is not regulatory in terms of local zoning." Commissioners discussed that a separate historic overlay would add regulatory steps and possibly another review body; the consensus was to incorporate mention of the National Register district in the design-review section and revisit overlays during the town-plan update if needed.
Members also discussed using design-review tools (e.g., demolition review and the design-review overlay) to protect contributing buildings without immediately adding a separate historic-preservation overlay or creating another committee.
