Snellville staff report gym slab pour at Frisco Park, discuss tree-bank, murals and a $400,000 donation

City staff updated the council that crews completed a major concrete slab for the Frisco Park gym and that steel framing and roofing work will begin soon. "They showed up at 01:30 in the morning and didn't get done till the evening," a staff member said describing the large pour; staff said the gym framing and roof will be visible soon.
Council discussed the tree-bank fund used for public planting and maintenance when developers cannot meet on-site mitigation. Staff said the tree-bank balance is small and most mitigation has been handled on-site: "If it's dead or damaged, you get nothing," a staff member explained about how the fund is credited and used.
The council also briefly discussed public murals and art in the town center. The mayor confirmed a $400,000 donation from the E.R. Snow Family Foundation designated for town-center growth that could be discussed with donors for art or related projects. Councilmembers noted code changes would be needed to pursue murals broadly and that permit fees may apply.
