Bellflower Teachers Association leaders told the board they remain willing to collaborate but are frustrated by what they described as a slow district response to salary proposals and lingering payroll and tax‑reporting issues.
"There is growing frustration among our members over the district's slow response to salary proposals," BTA president John Young said, and BTA members asked the board to move negotiations forward instead of waiting for the state May revise. Amy Mustafa, speaking later, said the union presented a reasonable salary proposal and that delaying a district counter until late May would make meaningful bargaining difficult.
Board members acknowledged the concerns and staff described recent efforts to correct payroll issues and include labor representatives in safety planning, but no new district counterproposal was presented on Thursday. BTA speakers urged prompt, transparent engagement and said prolonged delay undermines trust in the bargaining process.
