Trustees probed whether the city could require the district to pay for work on an easement and were told that the city manager’s operations side and plan review processes drive requirements and that, while frustrating, developers and district projects sometimes face late comments that trigger owner‑paid upgrades. Trustee Timmy observed that without approval the district could be denied occupancy; staff confirmed that meeting the city requirements is necessary for final approvals.
Following discussion, the board approved the $230,000 change order and confirmed the revised GMP; the vote was recorded as 5–0.
