Council adopted the City of Belvedere’s FY25–26 operating and capital budget and the city’s five‑year capital expenditure plan following a brief presentation of limited changes since May. Staff noted modest revenue increases — an upward adjustment to the fire‑tax projection and a larger Measure AA allocation for transportation — and modest expense updates, and explained how those changes slightly improved the city’s reserve position.
During the discussion, staff and council described allocation of operating surpluses to critical infrastructure reserves and noted the council will consider any unassigned fund balance as part of the year‑end audit and finance committee recommendations. Council adopted the budget by motion.
Council also passed the annual resolution levying the previously voter‑approved special tax for fire and emergency medical services for FY25–26 at the rates approved by voters and confirmed by staff: $1,097.42 per residential dwelling unit, $1,249.16 for commercial occupancies and $219.72 for vacant parcels. Staff reminded the public the assessment revenue is dedicated to fire services and does not fully cover total fire costs; a general‑fund transfer remains necessary.
