The Alpine City Council approved a site plan July 14 for a building addition by the 5:12 Foundation at 168 South Main Street. Staff and the planning commission recommended approval after the applicant revised exterior materials to meet gateway historic design guidelines and demonstrated the addition would meet parking and landscaping requirements. Planning staff noted the project meets business commercial zone standards for the proposed use, and the planning commission provided recommended conditions for landscaping and seeding disturbed areas.
Council members sought a clearer label for the use because the existing building functions in part as storage for food items distributed at no cost; one council member worried that a future owner could reclassify the property as a commercial warehouse. The applicant and contractor explained the design lacks warehouse features—"If we were to build this as a warehouse and market it as a warehouse... it'd have 3 phase power, it'd have 30 foot clear height, it'd have dock doors," the project contractor said—arguing the expansion is tailored to nonprofit operations and volunteer activity. The council approved the site plan (vote recorded) and attached the planning commission's recommendations for streetscaping/temporary seeding and monitoring standards.
Staff will ensure the site plan conditions and streetscaping requirements are met during final plan submittal and will confirm the permitted use classification in the planning record so that any future change of use would require separate review.
