As staff explained, HB 1047 increased thresholds and established clearer procurement categories; staff said the small-procurement threshold in older language ("a $10,000 threshold for a small procurement") is outdated and that the new draft is more user-friendly. Board members said they supported the changes, citing recent bid variance examples that showed the value of competitive bids even below previous thresholds.
