City staff reports progress, delay and cost estimate for Well No. 3 on Country Lane

Don provided a technical update on Well No. 3 (Country Lane), describing recent cementing difficulties caused by a "loss returns" condition where cement did not return toward the surface and a localized blowout around 50 feet. "They weren't getting cement back towards the surface around 50 feet. It well blew out right in that area, so they had to put a lot of cement in there," he said. Don said crews circulated and cleaned the well and that a 36-hour pump test is planned for next week.
Don said the well produced "good quality water" during earlier test pumping and that all permits are in place to bring the well online once final testing and disinfection are complete. He estimated the total project cost would be "probably around $200,000" and noted a $14,000 change order. Council members pressed about securing the old capped well and about hydrant capacity and fire flow; Don said the old well is filled with concrete and rock and the new system will connect to the ground storage tank.
