Council OKs $126,890 contract with Mid City to finish lead service replacements

The Glendale Common Council authorized an agreement with Mid City Corporation to replace the city’s remaining lead service lines after CityWater reported the low responsible bid at $126,890.
Eric Folsas of CityWater explained the procurement: "Mid City was the low responsible bidder at a $126,890." He told the council the project will replace remaining lead services and allow Glendale to get ahead of the federal/state revised lead-and-copper rule. Funding will come through the Safe Drinking Water Loan Program; Folsas said Glendale qualifies for "up to 50% principal forgiveness" and that the remainder carries an interest rate of about 0.25% under the Bipartisan Infrastructure Law program.
Council members asked why additional lines remained after prior rounds of replacements; staff said previous projects and inspections revealed additional private-side unknown laterals and that the current contract covers up to 15 replacements (the bid was sized while some property owners had not yet responded to inspection letters). CityWater staff said the contract bid came in well under the engineer's estimate of about $165,000.
A motion to approve the agreement was moved by Doherty and seconded by Gellhardt; the motion carried by voice vote.
