Council adopted a resolution to begin the unilateral annexation process for a parcel south of Highway 54, authorizing required notices and setting a public hearing date.
Staff (S10) explained the 5-step process under state law, including certified mailings to interested parties and a public-hearing window required between 60 and 70 days after adoption. "The public hearing will take place on 09/21/2026, which is the 3rd Monday," S10 said while outlining the next administrative steps. The resolution was approved by voice vote (motion carries 5-0).
Staff said that after the hearing council may adopt an ordinance in September to proceed with annexation; interested parties previously notified will be able to testify during the scheduled public hearing.
