Staff outlines parks conditions assessment, Metro funding opportunity and master-plan follow-ups

Parks staff told the board that they are preparing a conditions assessment and deferred-maintenance plan with a consultant and intend to pursue grant funding to support the work. Staff said the consultant work could be supported in part via grant awards and that the team hopes to secure funding that would pay for a portion of the assessment and program development.
Staff noted the city is preparing a scholarship-policy update and a sewer- or development-related SDC update, and that the parks conditions assessment will be tied to long-range capital-improvement planning. The presentation said consultants may be able to help secure a planning grant potentially covering about $50,000 of study costs to develop an actionable program.
Staff also said Metro local-share dollars are available and that cities will be asked to sign an intergovernmental agreement to reserve funds; that IGA work is time-sensitive and needs attention by July; and that projects such as Hammerly Park and Willamette improvements are candidates for those funds, subject to outreach and council priorities.
