Council adopts update to 10-year capital improvement plan; no spending authorized tonight

Council members voted to adopt a resolution updating the 10-year Capital Improvement Plan after staff reviewed schedule shifts, budget estimates and developer-funded projects to be included in the CIP matrix.
"Overall, our 10 year CIP right now is coming in at about a 120,000,000," the finance presenter (S9) said while describing moved schedules for the police station/justice center engineering and other projects. Staff told the council the update aligns the CIP with the city's long-term financial plan and that including developer-funded street improvements keeps those projects outside the city's statutory debt limitation.
Council discussed specific items added or moved in the CIP: a $60–72,000 pool filter replacement and a future pool maintenance line, an engineering study and later construction for a police station and justice center with construction moved from 2029 to 2028 in the schedule, and a $3.65 million estimate for the Everly Trails well project (with further refinement expected after task-order work). Staff repeatedly noted that adopting the resolution only adds projects to the planning schedule and does not commit funds for construction.
The council adopted the CIP update by voice vote. Staff said individual projects and any financing decisions will be brought back to council for separate approvals.
