Council approves Blue Cross renewal after benefits analysis shows modest rate drop

The council on a voice vote approved city staff to execute renewal documents with Blue Cross Blue Shield after the HR director summarized the city's market solicitation and benefit reserves.
"The rate increase again is a decrease at 2.06% this year," the HR director (S7) said, noting the city leveraged its health reimbursement arrangement and a market check of major carriers to secure the favorable renewal. The HR director told the council last year's increase had been 12.87% and that the city used budgeted funds plus reserves to cover prior increases.
Freedom Claims representatives joined the discussion to explain the enrollment and demographic drivers that reduced the renewal. A benefits representative (S11) said the city's reserve balance has grown and now provides a cushion to cover out-year fluctuations.
Staff recommended, and the council approved, authorizing the city manager or mayor to sign the renewal documents for Blue Cross Blue Shield and Freedom Claims management. The HR director said the reduction allows the city to return 10% to the budget planning line for 2027 and to maintain employee payroll contributions unchanged.
Next steps: staff will finalize contracts and implement the renewal with an effective date starting the city's plan period on Sept. 1.
