CRW recommended replacing Airport Avenue main in its right‑of‑way (rather than insulating in place), converting Vista Avenue to an 8‑inch main to restore adequate pressure and fire flow, and completing Winifred looping or replacement to address frequent leaks. Councilmembers had no objection to these priorities and asked staff to rank them in advance of the 95% PER.
