Engineers recommend inspecting upper transmission line during dam work

CRW engineers told the council the transmission line serving the treatment plant is effectively two sections: a lower thin‑walled steel section that was recently replaced and an upper 1,800‑foot ductile‑iron section installed around 1983. "We're recommending that you walk the alignment and look for any kind of signs of leaks or water coming out of the ground and, you know, hand dig up a few places," Andy Horzovsky said, adding that a camera inspection could be run if a cofferdam and drawdown occur.
City staff confirmed the lower replacement produced immediate improvements at the treatment plant, and CRW said an internal camera inspection of the upper segment at the time of dam work would provide clearer evidence on whether replacement is warranted or whether funds should be directed to higher‑priority projects.
