Blake Rowe presented the School Financial Integrity Rating System of Texas (FIRST) public hearing and reported that "Troup ISD received a score of 100 and its rating was an 'A = Superior'." The FIRST rating reflects staff, student and financial data reported for the 2023–2024 school year; districts must score at least 70 points to pass.
Homer Dickey moved to approve the 2024–2025 FIRST report as presented; Vic Bansal seconded. The motion carried 7–0. Board members voting in favor were Todd Kelly, Lisa Lewis, Homer Dickey, Shane Jasper, Ty Lindsey, Jake Howard and Vic Bansal. The approval finalizes the district's public-record rating for the cycle and does not itself change district budget authority.
