Tatum ISD board places ESL program under counselors in grants manual

On Sept. 8, 2025, the Tatum Independent School District Board of Trustees approved a revision to the district's 2025-26 State and Federal Grants Manual that places counselors in charge of the English as a Second Language (ESL) program. Dr. J.P. Richardson, the district superintendent, presented the change to the board.
Dr. Richardson told trustees that the change would formally designate counselors as responsible for the ESL program, saying the manual change involved "the district placing the counselors in charge of the English as a Second Language (ESL) program." The board approved the manual "as presented" after a motion by Mr. Matt Crawford and a second from Mrs. Kip Amick. The motion passed on a 6-0 vote with members Adams, Williams, Amick, Crawford, C. Smith and E. Smith recorded as voting yes; Mr. Stephen Skinner was absent.
Board members did not request additional conditions or amendments on the record. The change was presented as part of the district's State and Federal grants documentation and will guide which staff roles are responsible for grant-related ESL programming and compliance going forward.
