Board members and staff described a substantial log jam on the White River near Shellenbarger Park and discussed combining log-jam removal with a proposed public canoe launch. Staff reported county log-jam removal quotes of $42,500 and $43,600; a town representative said the town has funds set aside and urged timely action because of a seasonal permit window.
Mister Walters, speaking for Daleville interests, said the river and launch are important for visitors: “It is a major attraction to Delaware County,” and that the town wants to proceed but needs the log jam removed first. Commissioner Henry moved to accept the lowest county bid (JJC, $42,500) and to pay from the economic development project 4 line; the motion was seconded and approved by voice vote. The board also voted to authorize Daleville to use county-obtained quotes so the town can advance the canoe-launch work under those quotations.
Board members discussed procurement rules and whether the county’s quotes could be used by the town; county legal counsel confirmed that if only two contractors are available for this specialty river work, using the quotes is an acceptable approach and the town can make the award based on those quotes. Staff will provide copies of the quotes to the attorney and commissioners for record-keeping.
