The Valley Mills ISD Board of Trustees voted Aug. 26 to adopt revisions to EFB(LOCAL) concerning instructional materials and district library resources to comply with SB 13 from the 89th Texas Legislature. District administrator Josh Jones summarized the law’s requirements: parents must be given access to the online library catalog and may restrict materials their children can check out or access outside the library; districts must update policies for acquiring and approving library materials by the 2025–26 school year and review new materials in open meetings; TEA must provide a standardized challenge form and the State Library must update collection-development standards by April 2026.
The board approved the policy revision on a motion by Jim Blackford, seconded by Steven Owens; the motion passed 7–0. The district did not adopt the optional "slack" policy regarding EFB(LOCAL) at this meeting and therefore took no further action on establishing a local School Library Advisory Council at this time.
