Council honors long‑time councilman Guy Karnaza with proclamation and public tributes

The council hosted a brief ceremony and photo opportunity after the formal remarks.
The recognition was ceremonial; no new policy followed directly from the proclamation. The council proceeded to its regular agenda items after the tributes.
