Council members said the program could pay for sidewalks, lighting, ADA ramps, and design assistance, but noted the application round is competitive with a deadline in late March. Staff cautioned that the borough will need property‑owner endorsements (for Bi‑State Plaza and other owners where county roads are involved) and significant advance planning to produce drawings and scope. Council members asked staff to continue work on preliminary designs and engage the county and property owners as needed.
