Superintendent Penrod presented the district's second-round integrated guidance application for 2025–27, which aligns Measure 98, the Student Investment Account and other state grants into a coordinated plan that primarily funds staff positions. "This is our 2nd round with integrated guidance," Penrod said, describing priorities including career technical education, attendance supports, interventionists and a new early literacy component targeting K–2 students.
Penrod said the application emphasizes staffing to support student success and that community and student feedback shaped the plan. The board followed statutory process by asking for public comment (none offered) and then approved the plan by voice vote; staff will finalize and submit the plan to the Oregon Department of Education and continue budgeting and growth-target work with district data partners.
