District business staff told the board that state and federal reimbursements for the 2024–25 year are arriving later than in previous years, leaving the district’s cash reserves sufficient for payroll through September but creating potential pressure for October payroll. "Our current cash reserves are in line to pay staff through the month of September," the superintendent told the board while recommending a one-month TAN as an insurance policy.
The board discussed alternatives, including using reserves, but staff explained the operational difference between budget figures and cash-on-hand and recommended starting the TAN process early because the loan funding can take 30–45 days. A board member moved to authorize tax- and revenue-anticipation notes (TANs); the motion passed. Staff said if reimbursements arrive early the district can repay or not take the loan.
