"The policy previously was just a list of bullet points. It really wasn't a policy," city staff said, adding that the main substantive update clarifies that if a renter or owner alters or obstructs the shutoff so staff cannot access it, the fee will still be charged. Councilors asked whether state restrictions on winter water shutoffs apply; staff responded that those state restrictions do not apply in the same way to the city’s water meters and that the city expects to remain compliant.
Councilors asked staff whether any shutoff points needed physical repair; staff said a list has been created and crews are working to fix them. The council approved the updated policy by a 4-0 vote.
