Council OKs memorandum for election funding so county can handle reimbursement work

City staff presented a memorandum of understanding that would let the county retain and administer small election-related payments from the Secretary of State and handle the reimbursement and administrative work for towns.
"What this is, is money is comes down from the secretary of state," staff said, describing that the funds — a couple of hundred dollars on average — flow through counties to cities and townships. Staff argued it is administratively simpler for the county to retain the funds and manage reimbursements for absentee voting and other shared services.
Staff detailed typical costs: about $600 a year for DS200 maintenance and occasional election-judge payments, and an estimated $1,600 every other year in administrative costs to pursue a small reimbursement. Councilors asked whether the MOU was one-time or ongoing; staff said it was a one-time agreement covering current and future allocations so the city would not need to process small reimbursements going forward. The council voted 4-0 to approve the MOU.
