Planning staff (Speaker 9) presented draft architectural design standards intended to raise material quality for commercial, industrial, institutional and multifamily development in The Plains. The draft proposes preferred materials such as stucco, metal frontages, textured concrete, hardy board, stone and brick, while limiting vinyl siding to small accent areas.
Staff explained the draft would apply to new projects and to significant remodels of existing buildings, with a commonly used threshold — around 40 percent of the exterior — triggering mandatory compliance. Staff said typical waivers could be granted by the planning commission and that exceptions for disaster repair would be handled through the waiver process.
Council members asked whether to delay approvals until the standards become code and sought clarification on the timeline. Staff said the draft would go to planning and zoning on the 15th and would not likely take effect until after council review late in the year, with implementation early the following year. Members discussed how the rule would affect existing properties such as a concrete block car wash and agreed the requirement would apply to new bays or full facade replacements but not to day‑to‑day minor repairs.
Staff and council agreed to refine the draft and refer it to planning commission for formal consideration.
