Council approved a motion under Public Contract Code authority to reject bids and authorize staff to negotiate a revised contract scope with a recommended contractor and return for award.
Council members expressed concern about construction costs and the frequency of high bids; staff said they would investigate scope changes, in-house work and potential budget adjustments before returning with a recommendation. The council recorded the action as a majority vote (4 ayes, 1 absent).
