During the citizen comment period, Susie Smith (speaker 11) addressed the council about a prior June 16 vote she said approved a tax-incentive resolution committing $5,750,000 of city sales tax revenue to Delaney Property Group, Mobile, Alabama, for a commercial development in the Springbrook neighborhood. Smith said the developer had asserted the project would not cause "cannibalization" of existing businesses, but Smith argued the project would pull customers from local businesses and asked council members to explain their votes and consider a motion to reconsider the incentive vote.
Smith named businesses she said could be affected and asked specific council members to move to reconsider the previous vote. Chair (speaker 2) concluded the public comment period after Smith finished; no council motion to reconsider was made during this meeting.
