The council voted to authorize the city manager to negotiate the purchase and installation of a marine electric vessel charger produced by Aqua Superpower (AquaGo 50 kW) at the Barber Pearson float. Staff explained the procurement exception (Avalon Municipal Code 3-4.111(c)) citing a limited supplier market and the need to use a CORE voucher that expires in May 2026.
City staff estimated the installation cost, including a five-year maintenance program, at approximately $76,443. City staff recommended a noncompetitive procurement due to economic efficiency and vendor expertise with the CORE program; the council approved the recommendation by a vote of 4'1.
