Council receives 2025 housing element annual progress report; water remains primary constraint

The council received and filed the 2025 General Plan housing element annual progress report as required by state law. Contract Planner Kelly Robuffo (speaker 19) summarized the tables in the submission to HCD and noted that three planning applications were submitted last year and subsequently approved for a total of four new housing units (including an employee housing unit tied to a hotel project).
Robuffo emphasized that Avalon's main limitation to additional housing production is availability of fresh water allocation, which often places projects on a waitlist and requires careful phasing. "...the number 1 limitation on new entitlement applications and subsequent building permits is really the lack of the availability of fresh water," Robuffo said. Council voted 4'1 to receive and file the report and directed staff to transmit it to the California Department of Housing and Community Development and the governor's office of Land Use and Climate Innovation.
