Montrose staff pushes LRIP application after Marysville Township hesitates over cost obligations

Staff updated the council on the city's Local Road Improvement Program (LRIP) application for Clement Avenue and reported that Marysville Township initially declined to submit an application because of concerns about being contractually bound to pay costs beyond the grant amount.
The city engineer said the LRIP grant is an 80/20 split and that township officials were worried about obligations if awarded. He said the city contacted the township to address concerns and recommended the township submit an application; staff reported the township agreed to schedule a special meeting to consider the matter and that city staff would attend in support. Staff said the city's application will be ready for submittal by the Dec. 12 deadline and that awards are anticipated in April 2026.
Council discussed cost-sharing and options if an intergovernmental agreement cannot be reached; staff said there is no penalty if either entity chooses not to move forward after the award but emphasized that submitting increases the chance of obtaining funding.
