The Montrose City Council directed staff to move forward with design and grant agreement work on the Clement Avenue improvement project, which includes a 10-foot paved off-road trail funded in part by a DNR local trails connection grant.
City engineer Jared Vogi told the council the city received a $250,000 DNR grant for a paved trail from Whitetail Lane to 1st Street and recommended combining the trail with the street rehabilitation to avoid contractor overlap. He warned that "the grant funds are required to be encumbered by 06/30/2026," though staff said an extension to 06/30/2027 appears possible. Vogi also noted right-of-way negotiations will be necessary and that the project is on the city's capital improvement program for 2027.
Council discussed timing, cost-sharing with Marysville Township and grant-application timing. After questions, council unanimously approved a motion directing staff to implement the design schedule and proceed with the grant agreement process, subject to Local Road Improvement Program funding and any necessary intergovernmental coordination.
