Avalon council approves consent items, authorizes public projects and hospital IGT; 4'1 votes on key measures

At its March 17 meeting the Avalon City Council approved several key administrative and policy items and recorded multiple 4'1 votes with one member absent.
On the consent calendar the council approved items 5'8, including the minutes and disbursements totaling $2,550,796.19, and a procedural action to rescind and replace the waterside permit renewal list. The consent motion was moved and seconded and carried by a majority vote (4 ayes, 1 absent). "4 ayes, 1 absent," the clerk announced following the vote.
Later in the meeting the council made an affirmative finding to dispense with a formal competitive procurement for a marine electric vessel charger and authorized the city manager to negotiate purchase and installation of an AquaGo 50 kW unit at the Barber Pearson float. Staff said the charger installation is estimated at approximately $76,443 and that the city has a $75,000 CORE voucher that must be used by May 2026. The council voted 4'1 to authorize the purchase and a five-year maintenance program.
The Civic Center Housing project (Phase 3b) produced a single bid ($1,700,000) that staff recommended rejecting as nonresponsive. Council authorized rejecting all bids, directed staff to negotiate a revised scope and return with a feasibility analysis and contract recommendation. Council also set a public hearing for May 19, 2026 to receive comment on proposed adjustments to sewer, saltwater and solid waste rates based on a five-year rate study that shows early-year increases concentrated on sewer/saltwater to fund planned capital work.
On a separate item, council directed staff to enter a nonbinding letter of intent that would allow the city to advance funds under a voluntary intergovernmental transfer (IGT) program to Catalina Island Medical Center, with staff noting prior-year activity and that repayment and final agreement terms will return to council. The motion passed 4'1.
