DRC rejects proposed orientation for Winter Garden Plaza, cites dumpster location and wetland buffer rules

Representatives for Concept Design Build presented a conceptual site plan for Winter Garden Plaza at Colonial Drive W (13675). Planning staff said the proposed site orientation would not be supported because the dumpster and enclosure were shown in the front yard beyond the primary structure; staff directed the applicant to move the dumpster to the side or rear or explore shared dumpster options with a neighboring property.
Planning staff also cited wetland buffer standards (Section 94‑132.5), which require an average 25‑foot vegetative buffer (minimum 15 feet) between wetlands, lakes or creeks and proposed lots or roads for new development; staff said the city does not support impacting wetlands and expects buffers to be maintained. Applicants disagreed with the wetland buffer comment and requested a sidebar meeting for further discussion. City Engineer Jim Monahan moved that the applicant revise and resubmit the site plan for another full DRC review cycle; Building Official Skip Nemecek seconded and the motion carried unanimously (5-0).
