DRC asks Winter Garden Retail applicant to revise site plan, cites zoning and sidewalk, TIA requirements

The City of Winter Garden Development Review Committee on Jan. 15 asked Reborn Houses LLC to revise and resubmit a site plan for a retail project at Story Road W (244) after city engineering and planning raised several technical and land-use concerns. City staff required a grading revision, a storm drainage tie-in (with a bubble-up accepted because of existing site constraints), a photometric streetlighting plan meeting the city's dark‑skies standard, and a traffic impact analysis methodology to be provided before the TIA is conducted.
Planning staff told the applicant that commercial use is not permitted by right in the R‑NC (Residential‑Neighborhood Commercial) district and that the applicant had filed a Special Exception application; staff also said the proposed 5‑foot front building setbacks would require a variance and requested internal sidewalk connections with at least one ADA‑compliant connection. City Engineer Jim Monahan moved that the applicant revise and resubmit the site plan for staff review only; Building Official Skip Nemecek seconded, and the motion carried unanimously (5-0).
