Company representatives told the board the firm, an international manufacturer, chose the Waller ISD site because of “the community and schools” and plans to construct a large manufacturing facility. The proposed agreement would provide tax incentives over a 10‑year period. Vice President Jeff Flukinger moved to approve the application; Trustee Brittany Neel seconded. The motion carried 7‑0‑0.
Board members cast the vote during the regular agenda after the public hearing concluded with no public commenters. The approval included a Board Declaration of Conditional Intent that formalizes the district’s willingness to consider the incentive while final project details and statutory processes continue.
The matter was presented to the board as Comptroller Application No. J0020; district staff and outside counsel described the approval as a conditional step in the incentive and development process.
