At the Aug. 4 meeting the Valley View ISD board approved two related items from the Cooke County Texas A&M AgriLife Extension Service: (1) recognition of the 4‑H program as an extracurricular activity eligible under Texas Administrative Code provisions for student attendance accounting, and (2) adjunct‑faculty appointments for three County Extension staff so they may supervise students for off‑campus 4‑H activities.
The board voted to approve the 4‑H extracurricular status (motion by Cathey Ritchey; second by Chris Byrom) and then approved adjunct faculty appointments naming Phyllis Griffin, Angel Neu and Jake Matura for the 2025–26 school year (motion by Ritchey; second by Tarrant). Packet materials in the record include the Cooke County request letter, the formal resolution recognizing extracurricular status, the adjunct‑faculty agreement, and a Declaration of Eligibility process for student academic eligibility and excused absences related to 4‑H events.
The adjunct‑faculty materials cite the Texas Administrative Code (19 TAC §129.21) language permitting a student to be counted as in attendance when participating in an activity approved by the local board and under the direction of an adjunct staff member who meets education and retirement-system eligibility standards. The county extension package also describes procedures for academic-eligibility checks and lists the district and county contacts who will coordinate excused absences and eligibility verifications.
