Valley View ISD board calls $65 million school bond election for Nov. 4, 2025

The Valley View Independent School District Board of Trustees voted Aug. 4 to call a school building bond election for Nov. 4, 2025 in the approximate amount of $65,000,000. The board adopted the Order Calling School Building Bond Election after Superintendent C. James Womack presented the proposal and a motion by Vice President Eric Vann, seconded by Trustee Kristen Tarrant, carried on a 6-0 vote.

The Election Order submitted to voters describes the proposition this way: “THIS IS A PROPERTY TAX INCREASE. The issuance of $65,000,000 of bonds for the construction, acquisition, rehabilitation, renovation, expansion and equipment of school buildings (with priority given to a new high school), and the levy and imposition of taxes sufficient to pay the principal of and interest on the bonds.” The order includes an early-voting schedule, a main early-voting site at the Cooke County Courthouse Annex and other polling locations across the county, and the full ballot question language required by Texas law.

Board documents filed with the minutes show the order and voter information exhibits were prepared by the district's bond counsel engagement team and include an estimate of outstanding district debt used for disclosure. The Election Order authorizes the district to levy ad valorem taxes “sufficient, without limit as to rate or amount,” to repay any bonds voters may approve. If approved by a majority of voters, the board may issue bonds in one or more series up to the authorized total and must comply with statutory reporting and use restrictions on bond proceeds.
