Emergency Operations Center project closes under budget; town to consider carryover for final items

Eric Olsen, a member of the building committee, presented the Emergency Operations Center (EOC) project closeout to the Board of Selectmen on July 27.
Olsen said contract payments, reimbursements and grant funds (including ARPA and Millstone grant reimbursements) reduced the town's liability so the net cost to Old Lyme is approximately $627,000. He reported $708,035.25 in reimbursement checks had been received and noted the committee spent $49,971 of a $50,000 ARPA allocation on furniture and equipment. Olsen said one outstanding item remains: motorized shades that are not operating properly and could reduce the funds returned by about $2,000 if replaced or repaired.
Select members asked whether warranty coverage might apply to the shades; Olsen said the committee would follow up and, to be prudent, will include a carryover request to pay any final invoices. He also described exterior finish (EIFS/stucco) repairs discovered after power washing older parts of the building, for which the committee obtained two repair-and-warranty proposals (one with a seven-year warranty and one with a 15-year warranty) running about $44,000. The committee intends to ask the Board of Finance to reallocate leftover construction funds during the carryover process rather than return the funds immediately to the general fund.
Committee members praised the overall cost control. "Over 50% was given to us back in grants," Olsen said, summarizing the grant reimbursement impact. The board directed staff to include detailed estimates and warranty information in the carryover request and to return with photos or to present in person if members wanted more visual detail.
The board did not take formal action on the carryover at the meeting; Olsen said he will include the estimates and the committee's recommendation in a formal carryover request to the Board of Finance.
