Moultrie County board rejects proposed four-year salary increases for Clerk and Treasurer

The Moultrie County Board voted unanimously to reject two resolutions that would have set four-year salary schedules for the Clerk/Recorder and the Treasurer/Collector.
Josh Roe, chair of the Budget & Finance Committee, presented both resolutions proposing a $70,000 base salary for fiscal year 2027 with $1,500 annual increases through fiscal year 2030 and referenced the statutory annual stipend of $6,500. Roe said the measure aimed to set salaries for the next four years, but he acknowledged the need for broader board input: "it isn’t fair to pass the salaries that are going to be set for the next four years without having the opinion of everyone on the board." After discussion about timing and the need for more information, both roll call votes failed 0 yes, 9 no and were referred back to the Budget & Finance Committee.
Chairman Travis Phelps and several members said they preferred more time to review the proposals rather than approve long-term salary changes at a single meeting. Commissioner Lisa Florey noted members wanted additional information before voting. The board recorded the formal outcomes and directed the committee to continue work on the matter before future action.
The immediate effect is procedural: no salary changes were adopted and the Budget & Finance Committee will revisit the proposals. The board did not set a return date; committee members were urged to attend the next Budget & Finance meeting for further discussion.
