Moultrie County OKs public-transit ordinance, designates Shelby County as grant recipient

The Moultrie County Board on Feb. 11 approved an ordinance providing for public transportation for fiscal years 2027–2028 and an intergovernmental agreement that names Shelby County as the designated grant recipient and administering agency. Chairman Travis Phelps moved both measures; each passed on roll call votes of 8 yes, 0 no.
Beth Beck Marts, program director for CEFS Transportation, told the board the agency received its FY2027 grant appropriations, saying their federal grant remained level and that they "received a $157,773.00 increase in the downstate operating assistance program," a fund that requires a 20% local match. Crystal Watkins, introduced as CEFS' Program Compliance Oversight Monitor, said the agency is working on compliance and outreach and stressed that "the public transit is for everybody." The board approved both the ordinance and the intergovernmental agreement without further amendment.
