The Spring Valley City Council voted to award the exterior-painting contract for the City Hall water tower to Putnam County Painting for $99,875. Alderman Ken Bogacz moved the low-bid motion, which carried unanimously on March 16, 2026.
City staff presented two bids for the project — Putnam County Painting at $99,875 and TMS of Rapid City at $164,225 — and Superintendent Norton said Putnam County Painting offered a one-year warranty and has more than 50 years of experience. The council asked staff to confirm warranty and scheduling details before work begins. The council approved the motion to "approve the low bid from Putnam County Painting in the amount of $99,875. for painting the exterior City Hall Water Tower as presented."
