Winter Garden code board postpones one case, finds two properties in violation and orders fines

The Winter Garden Code Enforcement Board met on Jan. 7, 2025, in the City Hall Commission Chambers and handled three property enforcement matters. Chairman Marvin E. Vasquez presided; a quorum of six members voted unanimously on each recorded motion.
Code Compliance Supervisor Chris Gonzalez presented three cases. The board postponed Case 24-362 for 1301 Inland Seas Blvd to the Feb. 4, 2025 meeting to allow a contractor time to apply for building permits for A/C unit installations. The board found 114 North Street (Case 24-680) in violation of Section 38-94 for accumulations of trash, junk and debris and ordered the owner to correct the condition before Feb. 4. For 1160 E Bay Street (Case 24-679), a repeat violator, the board approved fines of $100 per violation per day under Sections 38-94 and 118-1127 — a combined $200 per day — until the property is brought into compliance.
Board procedures were routine: Recording Secretary Colene Rivera swore in witnesses and staff who testified. Motions were moved and seconded on the record (for example, Board Member Greg Liskey moved to approve the Dec. 3, 2024 minutes; Nick Farell seconded; motion carried 6-0). The meeting adjourned at 6:34 p.m.; the next regular meeting is Feb. 4, 2025.
