Dr. Kornblum presented a first reading of new local policies required by House Bill 900 that separate instructional‑materials (EFA local) and library‑materials (EFB local) processes. "House Bill 900...requires the Texas State Library Archives Commission with approval from SBEC to adopt standards for creating library collections in public schools," she said.
The new policy language clarifies collection development, parental involvement and reconsideration procedures; Dr. Kornblum noted the campus principal remains the first step in the reconsideration process and that the district will develop administrative guidelines to implement EFB local. Trustees were asked to review the draft and forward questions to staff before the September meeting; no action was required at the first reading.
