Votes and actions: Plan Commission forwards TID 12, TID 13 and Janesville rezoning to City Council
Summary

The Fort Atkinson Plan Commission took the following formal actions and forwarded key items to the City Council.
- Approval of minutes: The commission approved the minutes from the July 14, 2026 meeting (motion moved SEG 021; second SEG 023). A commissioner noted they should technically abstain because they were not present at that meeting; the abstention was recorded.
- TID 12: The commission voted to recommend that City Council adopt the project plan and boundaries for Tax Increment District Number 12 (motion moved SEG 725; second SEG 727). Staff said the project plan includes roughly $12,500,000 in proposed public improvements and anticipates about $27,500,000 in added increment. The joint review board had reviewed the plan the day before.
- TID 13: The commission voted to recommend that City Council adopt the project plan and boundaries for Tax Increment District Number 13 (motion moved SEG 757; second SEG 759). Staff listed roughly $17,500,000 in proposed public improvements and about $32,500,000 in anticipated increment.
- Zoning: The commission voted to recommend that the City Council approve the zoning map amendment for 1911 Janesville Avenue from Rural Holding 35 to Multifamily Residential 30 (motion moved SEG 836; second SEG 837). Commissioners noted that the conditional-use permit and certified survey map processes remain separate and that easement or access issues will be addressed in those later steps.
- Adjournment: The commission moved to adjourn and the meeting ended at 4:42 p.m. (motion SEG 880; second SEG 881).
Votes were recorded as voice votes; the chair announced the motions carried. The commission’s recommendations will appear on upcoming City Council agendas for ordinance readings and final actions.
