City staff presented a concept plan from Pelton Builders seeking a zoning map amendment at 1911 Janesville Avenue to allow multifamily residential development.
Director Drager summarized the concept as a two-phase project: phase one would include four two-story buildings, each with 16 units and attached garages; phase two would add three additional identical buildings. Drager said the project, as proposed in early review, meets multiple criteria for zoning and the conditional-use permit for multiple principal buildings. "This is a proposal from Pelton Builders, requesting a zoning map amendment, to switch the zoning for the parcel," Drager said.
Staff emphasized that detailed elements—lighting, landscaping, parking, and site plan specifics—will be further evaluated during site-plan review and that a certified survey map (CSM) and conditional-use permit are separate steps the developer must complete. Commissioners and staff also noted that easement and CSM issues raised by adjacent property owners must be resolved before the developer can proceed; if easement owners do not approve, staff said the project will not move forward.
The commission recommended the zoning map amendment to the city council; the conditional-use permit will return to Plan Commission for further action at a later meeting.
